GENERAL EVENT INVITATION AND REGULATION

The Malaysian Chess Federation (MCF), on behalf of the Asian Chess Federation, invites your players to participate in the ASIAN Amateur Open and Women Championship to be held in Kuala Lumpur, Malaysia from 25th November to 1st December 2011.

The Organizing and Host Federation is the Malaysian Chess Federation (MCF) and the contact person is Mr. Gregory Lau, Honorary Secretary of the Malaysia Chess Federation.

The closing deadline for the event shall be Friday, 4th November 2011. Entries received after the deadline shall be subjected to a late penalty fee of USD25 and will only be accepted at the discretion of the organizer.

  1. 2. Playing Venue 

The playing venue for the ASIAN Amateur Open and Women Chess Championship 2011 shall be at Crowne Plaza Mutiara Kuala Lumpur located on Jalan Sultan Ismail, Kuala Lumpur, Malaysia.

  1. 3. System of Play 

The tournament shall be played over 9 Rounds according to Swiss System Pairing. The Swiss Manager software will be used to assist the Chief Arbiter to perform and execute the pairing for each round.

  1. 4. Rate of Play 

The Rate of Play shall be 90 minutes plus 30 seconds increment per move per player starting from the first move.

  1. 5. Tie-Break System 

The Tie-Break System used is as follows:
a.  Personal Encounter b. Bucholz c. Median Bucholz
    1. d. Sonnenborn-Berger

  1. 6. Playoff for Women and Unrated Players 

Both the Women and Unrated players are entitled to win additional cash prizes for their respective category.

The top 4 players in the Women and Unrated section shall play in a Championship style knockout system to determine their position and the additional prizes that they are entitled to. In the event that a player is entitled for both, the gender shall take priority over the rating.

    1. a. Players Draw:

    1. b. Playing Format: 

      1. i. Each pair shall be required to play two blitz games each with a time control of 3 minutes plus 2 seconds increment per move per game
      2. ii. Players will draw for colors before the start of the first game and will alternate color for their second game.

      1. iii. In the event of a tied score (i.e. 1-1), one sudden death playoff shall be played. The player winning the draw shall choose the colors to play – White shall have 6 minutes whilst Black only 5 minutes on the clock.

      1. iv. Once the game passed the 60th move, each player shall received 3 seconds increment per move from the 61st move onwards.

      1. v. For the sudden death game, White must win whereas Black needs only a draw to be declared the winner
      2. vi. All games shall be played concurrent

    1. c. Additional Rules 

      1. i. For the playoff games, players do not need to record their moves as the Arbiter shall do it for them

      1. ii. Player having the move can stop his clock to check on the score sheet ONLY if he/she is claiming for a draw i.e. 3 fold repetitions or 50 moves rule, by writing down the move that he/she intends to play to produce the draw

      1. iii. If the claim is correct, the game shall be declared as a draw. For an incorrect claim, 3 minutes shall be added to the opponent’s time.

      1. iv. 3 incorrect claims shall result in a loss of the game for the claimant
      2. v. Other details pertaining to the added Rules and Regulations for the playoff shall be made known to the players before the game starts.

  1. 7. Conditions for Participation 

The ASIAN Amateur Open and Women Championship are open to all Asian Amateur Open and Women players who fulfilled the following conditions:
    1. a. Player has a FIDE Rating below 2100 or without any FIDE Rating/Unrated

    1. b. Player must not hold any current FIDE master title or have a published FIDE Rating of 2100 and above at the start of the tournament
    2. c. Player should not have a published FIDE Rating of 2100 or above for at least 2 years prior to the start of the event

  1. 8. Application and Registration 

All application and submission to participate in the event must be APPROVED by the player’s respective Federation. Applications or submissions received without the Federation’s approval shall be rejected and returned to the respective Federation for further action.

    1. d. All participants must complete all entry payments before the start of the players meeting otherwise, item 12 shall be enforced.

  1. 9. Arbiters 

The ASIAN Chess Federation President shall appoint the Chief Arbiter with due consultation with the Organizing Federation and as many other Arbiters as necessary.

The Deputy Arbiters and other assisting arbiters shall be appointed by the Organizing Federation with consent of the Chief Arbiter

10.Appeals Committee

The appeals Committee will consist of 5 members and 2 reserves and will be appointed/nominated/declared in the player’s meeting

11.Tournament Bulletin
Daily bulletin will be provided via online and shall be free to download

12.Fees
The registration fees for the event shall be as follows:
a.Players with FIDE Rating (below 2100)USD 125
b.Players without any FIDE Rating/UnratedUSD 150

Players are responsible to settle and pay any additional cost that may incur as a result of any transfer fees charged by the bank. An additional fee of USD 25 shall be imposed for registration that has passed the entry deadline.

13.Pairing Conditions for Round 1

Players who did not complete the payment for the event and/or do not attend the player’s meeting may not be paired for Round 1. Similarly, players who do not have an opponent or arrived late during Round 1 may be force paired with a different opponent

Crowne Plaza Mutiara Kuala Lumpur is a 5-star hotel located in the middle of the Malaysian capital and is only 20 minutes walk away from the world famous PETRONAS Twin Towers.

There are plenty of eateries for both local and western flavors around the area including shopping malls and night spots entertainment.

The hotel is easily accessible as it is located opposite the Raja Chulan Monorail station allowing players to stay at other hotels within nearby locations without having to deal with Kuala Lumpur road traffic.

    1. e. Other Hotels 

Players preferring accommodation away from the venue will be responsible for their own booking and transportation arrangement to and from the playing venue.

Other hotels located nearby the playing venue are Novotel Hotel, Equatorial Hotel and Impiana KLCC Hotel including budget hotel KL Lodge Hotel (+603.2142.0122)

Hotels with cheaper and more affordable rates can be found within the Bukit Bintang area located approximately 15-30 minutes walking from the playing venue. Participants can opt to take a one stop monorail trip from Bukit Bintang Monorail station to Raja Chulan Monorail station to reach the playing venue. For those who prefer to take a taxi or drive to the playing venue from Bukit Bintang, travelling time would take between 10 and 20 minutes through normal KL traffic

15.Airport Transfers/Arrival Assistance

Most hotels including Crowne Plaza provide airport transfers directly from Kuala Lumpur International Airport to the hotel at a certain rate. Alternatively, getting a taxi is the easiest way to commute directly between hotel and airport.

There is also an express train that operates between KLIA and Kuala Lumpur Central Station at a fee of RM 35 per one way trip (approx. USD 12). From KL Central, you can then take a taxi to your destination/hotel. If you are entering Kuala Lumpur via the Low Cost Carrier Terminal (LCCT), please make your way via bus/taxi to the main KLIA Terminal to board the train.

If you are staying at the Crowne Plaza Mutiara Kuala Lumpur, you can make a short walk to the KL Sentral Monorail station and experience a 30 minutes ride to Raja Chulan Monorail station to reach the hotel.

16.Dress Code

All players must wear smart casual or formal when entering the tournament hall. Players not adhering to the dress code shall not be allowed to enter the tournament hall.

18.Weather Conditions

Malaysia is an equatorial country i.e. hot and humid. Temperature generally ranges from a high of 32C in the afternoon to a low of 24C during the night. In November/December, the weather is usually wet and rainy with occasional thunderstorm and heavy downpour

Players are advised to wear light during the day but during tournament, it is advisable to bring extra jacket as the air conditioning in the tournament hall can be cold.

19.Currency Exchange

The local currency is RM (Ringgit Malaysia) with an estimated exchange rate of RM 3.20 for every USD 1.00. Most shopping malls have money changing outlets for visitors and tourists to change foreign currencies into Ringgit Malaysia with reasonable rates.

Credit/Charge Cards such as Master Card, Visa, American Express and Diners Club are widely accepted at many shops and restaurants around the city.

20.Food

It is common to see local food restaurants and fast food outlets operating 24hours around the city. Local Malaysian foods are generally spicy and hot but Western, Middle Eastern and other Asian restaurants are easily found in abundance around Kuala Lumpur.

21.Travelling Within the City

Public transportations such as busses, trains and rapid transits operate between 6:00am and 12:00 midnight. Taxis are available 24 hours.

22.Shopping

Most shopping complexes and malls open their door for business starting from 10:00am until 10:00pm daily.

23.Banking

Most banks open from 9:30am until 4:00pm from Mondays to Fridays, and from 9:30am to 11:30am on selected Saturdays. ATM machines usually operate between 6:00am and 12:00 midnight and can be found in most shopping complexes and selected petrol stations

24.Communication and Internet

Mobile communication coverage for telephone and internet within the city center and its surrounding areas are excellent. Prepaid services are easily obtained from most mobile phone shops and dealers. It is also common to see eateries and cafes offering free WiFi internet connection to its customers and patrons

25.Visa
